Banglarbhumi Land Record 2026: CS, RS, LR, Maps & Copies

A Banglarbhumi land record is the current LR record of rights for a plot or khatian, plus its mouza map, kept by your Block Land & Land Reforms Office (BL&LRO) and shown online at banglarbhumi.gov.in. Older CS and RS records still matter for title checks, but you get those as certified copies from the land office. A wrong entry is fixed by the BL&LRO after a hearing, not by editing anything online.

The three generations of West Bengal land records

Most land in West Bengal has been surveyed and recorded three times. Each survey produced its own khatians, plot numbers and maps, so one piece of land can carry three different dag numbers across its history.

RecordWhen it was madeWhat it’s used for todayWhere you get it
CS (Cadastral Survey)District by district, roughly 1888 to 1940Tracing very old title, ancestral land, old partition deedsCertified copy from the land office, where the record survives
RS (Revisional Settlement)Mid-1950s, under the West Bengal Estates Acquisition Act, 1953Matching old deeds that quote a sabek dagCertified copy from the BL&LRO; RS maps on request
LR (Land Reforms)Prepared later under the West Bengal Land Reforms Act, 1955, and kept up to date sinceEverything current: mutation, khajna, loans, saleOnline on Banglarbhumi, or certified copy at the BL&LRO

Only the LR record is live. When an owner changes, the BL&LRO updates the LR khatian; CS and RS records stay frozen as they were made. That is why a buyer’s lawyer often asks for all three: they show how the land passed from hand to hand over a century.

What the online land record covers, and what it doesn’t

Banglarbhumi shows the LR record block by block, from the department’s e-Bhuchitra data. You can view it through Know Your Property and order signed copies online.

Online: the current LR khatian and plot details, RS-LR plot matching, mutation case status, and signed copies of the RoR, plot information and plot map.

Not online:

  • CS records. These sit with the land offices, not on the portal.
  • Most old RS khatians. Banglarbhumi converts RS plot numbers, but the old RS khatian itself comes as a certified copy.
  • Orders and case files. The order sheet of a mutation, correction or vesting case is a separate document; ask the BL&LRO for a certified copy of the order.
  • Mortgages and disputes. Registered charges sit in registration records, and court cases aren’t shown in the khatian.
  • Flats. The land record follows plots of land. For a flat, the municipal assessment record matters just as much.

How to get certified copies of land records at the office

For the current LR record, the free digitally signed copy is usually the easiest route; our e-Porcha guide walks through it. Go to the office when someone insists on paper, or when you need an old record the portal doesn’t carry.

At the BL&LRO counter. Most block offices run an over-the-counter (OTC) service for certified copies. Under the West Bengal Right to Public Services Act, 2013, a certified copy of the RoR, plot information and a certified copy of orders under the land reform laws each carry a 2-day time limit, with the BL&LRO as the designated officer (Notification No. 1884-LP dated 26 June 2015). If the office misses it, the appeal goes to the Sub-Divisional Land & Land Reforms Officer (SDL&LRO).

For an old RS or CS record, take this to the BL&LRO of the mouza:

  1. Mouza name and JL number
  2. The old khatian or dag number, from a deed, porcha or family papers
  3. Your ID proof
  4. A written request naming the record you want (RS or CS khatian, or a map)

The department issues certified copies of RS records from its scanned and preserved volumes, subject to fees and the record’s condition. A very old or damaged volume may take longer, or may only be available as a photocopy.

The mouza map: what it shows and how to order one

The khatian tells you who owns a plot; the mouza map shows where it is. It draws every dag in the mouza with its boundary and number, along with roads, paths, ponds, canals and the mouza boundary itself.

A plot map shows only your parcel. Order the mouza map when the neighbours matter: checking access to a road, a boundary dispute, or a plot whose shape on the ground looks wrong.

To order one online:

  1. Sign in at banglarbhumi.gov.in.
  2. Open Citizen Services → Service Delivery → Mouza Map Request.
  3. Select district, block and mouza, then the map type (LR or RS) and the sheet number.
  4. Click Calculate Fee, pay, and keep the Application Number and GRN for the download.

A large mouza is drawn on several sheets. If you don’t know your sheet number, the BL&LRO can tell you from the dag number. The department’s map rate schedule prices an LR sheet at ₹150; Calculate Fee shows the current charge before you pay. Paper maps are also sold at the BL&LRO and the Collectorate record room.

When your land record is wrong

The LR record is kept up to date under Section 50 of the West Bengal Land Reforms Act, 1955. A specially empowered officer can correct a bona fide mistake under Section 51BB, but only after notice to everyone with an interest in the land and a chance for them to be heard. So every correction is a small case, not a quick edit.

Error in the recordUsual causeWhat to bring
Owner’s or father’s name misspeltData entry or transliteration errorDeed, ID proof, an older porcha with the right spelling
Area smaller or larger than the deedSurvey or entry error, or part of the plot already transferredDeed, plot map, latest khajna receipt
Wrong land classOld classification never updated, or a conversion not yet recordedConversion order if any, khajna receipt
Previous owner still shownMutation never filed or still pendingRegistered deed; apply for mutation, not correction
Record missing after RS-LR matchingPlot split or renumbered in LROld deed with the RS dag, RS porcha

How to start: raise a Public Grievance on the portal for a clear typing error, or apply in writing at the BL&LRO for anything involving area, class or ownership. Expect a field check by the Revenue Inspector for area and boundary errors.

After the order, search the plot again and download a fresh signed copy. Banks and buyers will see whatever the record says, not what the order meant to fix.

Frequently asked questions

Does an old CS or RS khatian still prove ownership?

Not on its own. It shows who held the land at that survey. Current rights are read from the finally published LR record, which the law presumes correct unless changed on appeal or by a later order.

Can I see who owned my land before me?

Yes, in steps. Old RS and CS khatians show earlier recorded holders, and registered deeds fill the gaps between surveys.
